“In the Municipality of Catanzaro, a situation of poor transparency persists regarding the procedure for granting two state-owned maritime areas for hauling and launching activities within the port area. The successful bidder, the only company participating in the tender, appears to be inactive at the Chamber of Commerce, as stated in black and white in the official report of the RUP last March. However, this did not prevent the concession from being awarded. The justification? An alleged informal contact with the Chamber of Commerce, the form and content of which are unknown. If this is true, I wonder how it is possible to grant a public concession to a company with no documented activity and without filed financial statements. All the more so since the regulations clearly require possession of qualifications such as experience in the sector and equipment, which in this case are absent, or at least not provided by the relevant department. How could an inactive company meet these requirements? The fact that there was only one participant is also another point to clarify, with the lack of real competition raising questions about the publicity and actual openness of the procedure.

After three months, my requests for explanations sent to the offices and the Secretary General remain unanswered. I also asked for clarification in the council committee, but the manager or the RUP did not show up to provide answers. If a city councilor studies a case, raises doubts, and asks for a discussion, and the administration avoids it, then the problem is also political. It is the duty of city councilors to ensure that all rules are respected and that public concessions do not become opaque assignments. This is a battle for legality that I intend to pursue by informing the supervisory bodies and proposing to the President of the Council to set up a council inquiry committee, as has already been done in the past for the issue concerning the constructions on Via Izzi De Falenta and the area behind the port and for the San Floro dog shelter managed by Catanzaro Servizi.”
