The Court of Catanzaro has issued three Special Public Security Surveillance measures
accepting the proposals of the Chief of Police of Catanzaro, based on the thorough investigative activity of the
Prevention Measures Section of the Anti-Crime Police Division, which made it possible to assess the
violent conduct and social dangerousness of the three recipients of the measure, suspected
of abuse and stalking against family members, cohabitants, and former cohabitants.
Of the 3 preventive Special Public Security Surveillance measures, lasting
three years, issued by the Court of Catanzaro – Second Criminal Section, two were ordered
for acts of domestic abuse and one for acts of stalking. The three
recipients must comply with a series of obligations and prohibitions provided by the specific law,
including the prohibition of approaching the victim and the places frequented by them and the
prohibition of communicating with the victim by any means, including postal, telephone, or
electronic means.
According to current legislation, their identity documents valid for expatriation have also been withdrawn. 
The Special Surveillance measure for serious indications regarding acts of
stalking against his sister and her daughter was adopted against a 59-year-old man from
Lamezia Terme, with criminal and police records. The man, although in September 2024 he was
subjected to the precautionary measure of prohibition of approaching the victims for stalking and aggravated assault for
persecutory, violent, and domineering behavior, has continued
over time, in a disturbing escalation, his deplorable conduct of various forms of harassment, consisting of
harassment, serious threats, insults, and physical violence.
The two Special Surveillance measures for serious indications regarding acts of
domestic abuse were adopted against a 50-year-old man from Lamezia Terme and a
45-year-old man from Belcastro.
In the case of the 50-year-old, the Court considered the reprehensible conduct that had persisted for over 15 years,
initially against his wife and minor son, even after the marital separation and,
subsequently, against his partner and minor son living with him.

The man, although in the past he had been subjected to the precautionary measure of prohibition of
approaching the victims for serious indications of domestic abuse, has
persisted in his abusive and harassing behavior, obsessively repeating violence and
aggression in each of the family contexts created over the years.
The third case concerns a 45-year-old man with criminal and police records. The man, with persistent
systematic behavior, after the birth of the third child, began to abuse his wife with beatings,
verbal aggression, and violent fits of rage, even in front of the minor children. Behavior that never ceased
even in light of the order of the Preliminary Investigations Judge of the Court of Catanzaro who had placed him
under house arrest in January 2024.
The Italian legal system, with the so-called "Red Code" law, has introduced preventive tools,
supplemented by further laws, which allow the Chief of Police, as the Public Security Authority,
to assess the violent conduct and social dangerousness of the abusive subject, and in addition
to being able to issue personal preventive measures of a warning nature, in case of
repetition of violent conduct, may propose to the Court the application of the more severe
measure of Special Public Security Surveillance.
