
Viabilità Italia, which has operated for 20 years as the National Coordination Center for road traffic, is tasked with dealing with crisis situations related to road traffic and with adopting, even preventively, the most appropriate intervention strategies.
The body is chaired by the director of the Highway Police Service and, in addition to representatives from the Department of Public Security (State Police), includes public partners such as the Department of Firefighters, Public Rescue and Civil Defense and the Department of Internal and Territorial Affairs of the Ministry of the Interior, the Ministry of Infrastructure and Transport, the Department of Civil Protection, the Carabinieri, ANAS S.p.A., the National Association of Italian Municipalities (ANCI) and the Union of Italian Provinces (UPI), as well as private partners such as the Italian Association of Motorway and Tunnel Concessionaire Companies (AISCAT) and Ferrovie dello Stato Italiane S.p.A..
Viabilità Italia provides technical-administrative coordination and the adoption of rapid and shared decisions in real time and arranges operational interventions, including preventive ones, to manage crisis situations in the country's road system, resulting from adverse weather events or other events. It also prepares summer exodus and snow plans, useful for users to plan their travel during the summer and winter seasons.
The measures agreed upon and adopted by the Viabilità Italia committee are forwarded through press releases to news outlets, to the hauliers' trade associations, published on the web and disseminated through all C.C.I.S.S. channels.
Summer 2025 traffic forecasts
On the last two weekends of July, the usual increase in road traffic is expected, connected to the departures of the summer season to reach holiday destinations; it is likely that on these two weekends, outbound traffic will be distributed with increasing movements from Friday afternoon and will remain quite heavy throughout Saturday and Sunday morning, also taking into account short-range daily trips. Regarding return vehicle flows, an increase is expected on Sunday afternoon and, residually, on Monday morning, overlapping with the usual start-of-week traffic.
In the first two weeks of August, a further usual increase in vehicle flows is expected, with significant outbound traffic on Friday afternoons and a rising trend on the mornings of Saturday, August 2 and 9, marked as “black sticker” days. Sundays, August 3 and 10, and Mondays, August 4 and 11, will follow the same pattern as July, with return traffic on Sunday afternoon and Monday morning.
The week of Ferragosto will be marked by likely departures starting as early as Thursday, August 14, while on the 15th, very heavy traffic is expected, especially on local roads, due to traditional day trips. From Sunday, August 17 and Monday, August 18, the major return phase from holiday destinations is expected to begin, which will also affect Sundays, August 24 and 31, and Mondays, August 25 and September 1. In addition to the so-called “counter-exodus,” in these last two weeks of August, heavy traffic is still expected for the last departures, concentrated between Friday afternoon and Saturday morning.
In September, it is likely that the weekend from Friday 5 to Sunday 7 will still be marked by outbound vehicle flows, but above all by the substantial end of the holiday period with returns from tourist destinations to urban centers.
In order to provide citizens with useful information to encourage informed departures and increase their safety, Viabilità Italia, which will constantly monitor the traffic conditions of the national road network, has made available documents on the website www.poliziadistato.it, including the calendar with traffic stickers indicating the time slots of driving bans for vehicles weighing more than 7.5 tons.
